 Organizing special education at state level


 (1) Responsibility of the state - It is the duty of the head of the state to find out the needs of the children.  Make sure study plan accordingly.  The state should provide financial assistance to locally managed schools.  The state should supervise and direct the programme.  The special education program of the local district receives more support from the state and develops the capacity of the local level.


 (2) Management and inspection services - The state should give funds to the local level.  There are different arrangements in different countries regarding management supervision.  In most countries, the state education officer has to oversee the program.  The responsibility in this area of ​​the state is as follows


 (i) To obtain information about the report of the children admitted to the class and the program.


 (ii) To decide the rules of recruitment of children, their curriculum, qualities of the teacher, size of the class, special items of the class etc.


 (iii) To make rules for psychological and medical care.


 (iv) To train teachers for a particular class.  Major Schemes Run by Disabled Welfare Department


 1. Pension Scheme- Such destitute disabled persons, whose monthly income does not exceed Rs.  22, has to pay Rs.  Maintenance grant is given at the rate of Rs.125/- per month.  At present, about 1.40 lakh disabled persons are getting benefited from this scheme.


 2. Scholarship Scheme - Studying handicapped children, whose parents' monthly income is less than Rs.2000/-, in class 1-5 will get Rs.  25/- per month, Rs.40 per month in class 6-8, Rs.85/- in class 9-12.  Rs.125/- per month in undergraduate classes, Rs.125/- per month to students studying in postgraduate and other professional courses.  Around 20,200 students are being benefited every year by providing scholarship at the rate of Rs.170/- per month.


 3. Artificial Limbs / Assistive Devices - Different categories of disabled as per their requirement Rs.  1000/- for prostheses/assistance devices.  are being done.  This facility is available to such disabled persons.  Whose income is Rs.  300/


 4. Reward for marrying handicapped - Under this scheme, if the husband is disabled from the married couple, then Rs.  11000 / - and both the wife or husband - wife are handicapped, then Rs.  14000/- is provided as an incentive in the form of a grant.


 5. Shop Construction Scheme - With the aim of encouraging entrepreneurs with disabilities, Rs.  20,000 / - is given for the construction of the shop, in which Rs.5000 / - grant and Rs.  15,000/- loan is included.


 6. State Level Award to Disabled Disabled - State level award is given to the talented differently abled of the state on the occasion of World Disabled Day every year from the lotus feet of His Excellency the Governor.  ,  Departmental Institutions - There are total 12 schools for different categories of disabled in the state by the Department of Disability Welfare.  In which 2 for physically handicapped disabled children, 4 for visually impaired children, 4 for deaf children, and for mentally retarded children 2. Schools are run in different districts of the state.
