 Publicization of Education (Meaning of Universalization of Education) A provision of 'compulsory public education' has been made in many developed countries of the world.  The all-round progress of a nation depends on its citizens.  Therefore, it is necessary for the citizens to be educated.  Education leads to all round development of citizens and awakens consciousness in them.  Publicization of education means that boys and girls of a certain age group should compulsorily get school education up to a certain level.  Article 23 (i) of the Constitution of India has the following provisions for the publicization of education "Everyone has the right to education. Education shall be free, at least up to the primary and necessary levels of life, primary education shall be compulsory." of the Constitution of India.  The following provision has been made in section-45, "The government shall endeavor to make arrangements for 'compulsory' and 'free primary education' for all boys and girls between the age of 6 to 14 years in ten years from the coming into force of the Constitution."  "The Indian Constitution came into force on 26 January 1950.  After ten years i.e. till 1960, we should have implemented free and compulsory primary education system, but even after a long time of 6 years, we could not implement free and compulsory primary education.  By the end of the Ninth Five Year Plan (1977-2002), the target of free and compulsory education to 100 percent children in the age group of 6 to 14 years was set, it was extended till 2010 under the name of Sarva Shiksha Abhiyan.  Need and Importance of Universalization of Education In the present time, the following are the reasons for the need and importance of publicization of education.


 (1) Helpful in the spread of literacy - Most of the people of India are illiterate.  Literacy in India in 1991 was 52.11 percent, of which 63.86 percent are males and 39.42 percent are females.  But according to the 2001 census, India's literacy increased to 65.38 percent, due to which the literacy percentage among males is 75.38 percent, while only 54.16 percent of females are educated.  A literate person accepts social change keeping in mind the logic, thought, situation and society goes ahead on the path of progress according to time.  Literacy is essential for social progress.  The spread of literacy can happen only through the publicization of education.  According to the 1991 census, the literacy rate of Rajasthan was 38.55 percent (males 54.99 percent and women 20.44 percent), while according to the 2001 census, the literacy rate of Rajasthan state was 61.03 percent (men 76.46 percent and women 44.34 percent).


 (2) Development of the individual – The main aim of education is the all-round physical, mental and spiritual development of the individual.  The ideology of an educated person is different from that of an illiterate person.  The field of illiterate person is narrow and educated person has a broad outlook.  Along with his own progress, he also contributes to society and national progress.


 (3) Social development - A society can be evaluated by the education of its members.  An educated society develops rapidly.  He lives beyond tradition, conservatism, superstitions and contributes to social development by taking advantage of science and technological development.


 (4) Success of Democracy - In the words of the then Prime Minister of India, Smt. Indira Gandhi, "Education (literacy) is an essential condition for the successful operation of democracy.  "Democracy can be successful only in the country whose citizens are educated. Due to 'illiteracy', there are huge problems of casteism, linguism, provincialism, communalism, regionalism etc.


 (5) Professional success - The present era is the age of science.  Every business is based on technology.  An educated person can achieve business success by understanding the current science and technology aspects.


 (6) National Development - Educated citizens are the strong link of national development.  An educated person gives up selfishness for the sake of national development.  And also has the feeling of making the biggest sacrifice.


 (7) For the success of daily life - Today, based on science and technology, in every area of ​​life, equipment is dominated.  Knowledge of these tools is essential.  An educated person can easily remove minor defects when needed and can be successful in his daily life.


 (8) For international reference - The fast means of communication and transportation have made the whole world like a home-courtyard.  Today, instead of self-reliance, there is mutual interdependence.  One country fulfills its needs from another country.  Clearly, today science has made so many destructive weapons that the map of the earth can be changed in a moment with the use of atomic weapons.  Education, health, development etc. are the result of mutual harmony.  Therefore, publicization education increases international harmony.


 (9) Preparation for higher education - As a result of compulsory and free education, every person will not only be literate but will also develop attachment towards education.  He will try to study religious, literary, language, travel, investigative literature according to his interest.  As a result, the spirit of getting higher education will be awakened in him.  Education will think pave the way for development and will be helpful.  does.  Suggest a person with higher education to talk about developing his own, society's nation.
